Extracts from Valerian Stan’s Report describing illegalities committed since 1989 by the Romanian Governments regarding the fraudulent sale or allocation of confiscated houses and apartments to the current or past Romanian Government officials.

 

Valerian Stan’s Report was written by a committee of the Romanian Parliament created by the Parliament’s Decision Nr. 6/1994. The report, also known as the "Apartment Folder," was submitted in 1995 to the Vacaroiu Government by Valerian Stan, the head of the Government’s Office of Control. The report was never published or released to the general public, but Valerian Stan was fired by the President’s Constantinescu Government and accused of endangering Romania’s National security and compromising Romania’s chances of being accepted in NATO.

Some of the cases described in the Valerian Stan’s Report are listed below.

 

Virgil Magureanu, Chief of the Romanian Information Service (Romanian FBI and CIA), received illegally in 1990 a 244 sq. meters 9 room villa, located in Bucharest on Herastrau Str. #33, despite the fact that the 4 room apartment he occupied at the time on Sos. Stefan Cel Mare Nr. 30 was later passed on to his son.

 

Senator Sergiu Nicolaescu, between 1990 and 1991 expanded his residence from one apartment to the entire 3-story villa located on Str. Zambaccian #21 by using his father and his aunt as tenants of the other 2 apartments. "Myself and my wife are occupying the first floor apartment, my father who unfortunately died occupied the second floor apartment, and my aunt who also passed away occupied the second floor apartment" was Sen. Nicolaescu testimony in front of the Parlament’s Commission investigating his case.

 

Prime Minister Theodor Stolojan, in 1991, while President of the National Agency for Privatization, received a 7 room apartment for his 3 member family, located on. Str. Aurel Vlaicu Nr. 42-46. Mr. Stolojan purchased this apartment in 1992 and "donated" in 1995 the old apartment he owned to his daughter.

 

Mugur Isarescu, President of the National Bank of Romania, received in 1990 a 7-room apartment for his 3-member family, located on. Str. Aurel Vlaicu Nr. 42-44. In 1992, Mr. Isarescu purchased this apartment.

 

Nicolae Spiroiu, Minister of the Romanian Defence Department, received in 1990 an apartment located on B-dul Unirii, which he later purchased. After his wife passed away, the apartment was transferred to his children. In 1992, Mr. Spiroiu received a second apartment with 5 rooms that he also purchased in 1996.

 

Petre Roman, former Prime Minister, currently President of the Romanian Senate, approved the allocation of large houses to several of his friends like Ion Tiriac (14 room villa), Dan Petrescu (12 room villa), and Sion Bujor (8 rooms), and to his own family (11 room villa), despite the fact that Mr. Tiriac as well as Mr. Roman owned houses at the time. Mr. Roman also approved the illegal sale of goods and art objects to his friends at very low prices.

 

Adrian Severin, former Minister of External Affairs, received in 1991 a 5 room, 200 sq. m. apartment on Sos. Kiseleff #24, despite the fact that he owned at the time another apartment. In 1990, Mr. Severin’s parents-in-law received also a 200 sq. m. apartment, again despite the fact that they were owners of another apartment.

 

In November 1996, based on illegal ordinances approved by the General Secretary of the

Romanian Government, 33 apartments and villas were sold to former and current high level government officials that were occupying them at the time such as: Ion Iliescu, former Prime Minster, Dumitru Apostoiu, Constanta Balint, Ladislau Hefhedus, Eugen Tarhon, etc.

 

Valerian Stan’s Report also indicates that some other ex- or current government officials are renting some luxury apartments or villas and paying ridiculously low rents:

 

Ilie Ceausescu, a 5-room apartment on Bruxelles Str., 885 lei/month;

Ion Tiriac, 14-room villa on Kalinin Str., 9,326 lei/month;

Bujor Sion, 8 room villa on Gogol Str., 2,445 lei/month.

Victoria Halaicu, 4-room apartment on Sos. Kiseleff, 1,971 lei/month;

Tamara Dobrin, 5 room apartment on Av. Iliescu Str., 1,156 lei/month;

Paul Niculescu, 4 room apartment on Emil Zola Str., 894 lei/month;

Nicolae Plesita, 4 room apartment on Pictor Negulici Str., 1,078 lei/month;

Iulian Vlad, 5 room apartment on Braziliei Str., 536 lei/month.

 

It should be stated that none of the above villas or apartments were built by the communist regime of Romania. All of these properties were illegally confiscated from their rightful owners!
