Dear Sir/Madam,

I am surprised that you have decided to accord the honor of the CEELI consideration to someone who condones the preservation of injustice in his own country, despite of the highest rank in state.
Although the romanian president Mr. Constantinescu has incontestable merits in trying to develop and strengthen a fledgling democracy in Romania, now just one year before his final term, he looks as not being at the height required by its mandate, especially in problems concerning law and justice. I belong to a large category of people whose properties were stolen in the past by the communist regime and now are preserved in the hands of his political power acolytes. The romanian state is a mockery concerning defending people's right.
The governmental bureaucrats do not even answer our petitions requesting our rights back: stolen houses and land There is no assurance that the restitution laws so much discussed and delayed so that we lost hope, will ever be legislated and implemented. Beyond that, the incumbent president has never been a dissident. By doing this, your prestigious organization lowers its standard and recognition.

Yours Sincerely,

Marcel Carabineanu
