Sirs,
We, Marilena & Doru Suciu-Arama, Romanian citizens temporarily residents in USA, being in position of former and rightful owners of some houses wrongfully nationalized in 1950 and uncompensated by Communist regime, we can affirm that until now, at nine years from ending of totalitarian communist regimes, the real restitution did not took place in Romania. We tried to obtain restitution of our properties acting in Court because there is not a Restitution Law in our country. The results are discouraging.
Mr. Emil Constantinescu was elected President of Romania three years ago
and in this time Romanian Justice became even more corrupted than before. In
these years and nowadays is occurring a transfer process of wrongfully
expropriated private properties from state management in private property of
former communist party, security and present administration officials, Romanian
Justice acting now like an instrument of accomplishment of this transfer. Our
position like rightful owners become even worse than before.
For yours edification:
The house in Bucharest, sector 2, Bd. Ferdinand I #12, after a costly and long
trial was giving back in 1994. One apartment was sold by communist regime in
1975 to tenant Victor Prodescu, a high rank communist official at this time.
This apartment was not giving back. The houses in Bucharest, sector 1, Dionisie
Lupu St. #64-66 was giving back after a costly and long trial in 1996 but
five apartments were abusive sold by the State Administration Agency to tenants,
ulterior to Court Pronouncement. Now we have in progress five costly trials for
cancellation of these abuses.
The house in Bucharest, sector 5, Bd. Eroilor # 8, one family house, after six
years of acting in Court, we did not obtain the restitution, a new trial
being in progress. Until 1989 this building was under direct administration of
Communist Party Property Management Agency. Now this building is under property
management of "LOCATO" a company in direct subordination of Romanian
Government. The house is rented to an obscure company, very probably a covered
activity of Romanian Security, now renamed SRI. In absence of a real restitution
law and by political pressure this obvious trial is hindered.
We are asking for an immediate restitution of wrongfully expropriated private
properties and an equitable compensation for losses. We hope in your help to
persuade Romanian Parliament and Government to act to restitution of our
properties and Romania to become a really democratic country, with a guarantied
private property.
