Extracts from Valerian Stan’s Report describing illegalities comitted since 1989 by the Romanian Governments regarding the fraudulent sale or allocation of confiscated houses and apartments to the current or past Romanian Government officials.

Valerian Stan’s Report was written by a committee of the Romanian Parliament created by the Parliament’s Decision Nr. 6/1994. The report, also known as the "Apartment Folder," was submitted in 1995 to the Vacaroiu Government by Valerian Stan, the head of the Government’s Office of Control. The report was never published or released to the general public, but Valerian Stan was fired by the President’s Constantinescu Government and accused of endangering Romania’s National security and compromising Romania’s chances of being accepted in NATO. Some of the cases described in the Valerian Stan’s Report are listed below. In November 1996, based on illegal ordinances approved by the General Secretary of the Romanian Government, 33 apartments and villas were sold to former and current high level government officials that were occupying them at the time such as: Ion Iliescu, former Prime Minster, Dumitru Apostoiu, Constanta Balint, Ladislau Hefhedus, Eugen Tarhon, etc.

Valerian Stan’s Report also indicates that some other ex- or current government officials are renting some luxury apartments or villas and paying ridiculously low rents:

It should be stated that none of the above villas or apartments were built by the communist regime of Romania. All of these properties were illegally confiscated from their rightful owners!
