located in Romania at the following address:

The
house was confiscated in 1976 and has since been inhabited by “Comrade”
Muja, the former secretary of the Romanian Communist Party for Timis County.
Mr.Muja bought the house illegally, although he possesses four other properties.
Nicolae
& Iconia Olariu residing in Lawrenceville, Georgia are reclaiming
their property located in Romania at the following address:
Str.Tirgului nr.29, Caransebes, jud.Caras-Severin
The
house was confiscated in 1985, and is currently inhabited by Ilie Datcu,
former colonel in Communist Romania. In 1995, after three years of legal
proceedings and appeals, the house was returned to the Olariu family. In
1995 and 1996, they paid the property taxes owed to the Romanian government.
In the mean time, the General Prosecutor of Romania returned the house
to Colonel Datcu following a second appeal to the Romanian Supreme Court
of Justice – this appeal was illegal because the Supreme Court had already
ruled once in favor of the Olariu family. Since reversing the initial ruling,
the Romanian Government has sold the house to Colonel Datcu.
Sofia
Ionescu residing in Manassas, Virginia is reclaiming her property
in Romania located at the following address:

The
apartment was built in 1975 with a state-guaranteed loan, confiscated in
1985, and given for management to ICRAL. The Securitate Colonel Gheorghe
Gamburov oversaw the confiscation procedures. He rented the apartment soon
thereafter, and took possession of all its furnishings. In 1992 Sofia Ionescu
and her late husband, Liviu Ionescu, returned to Romania, and paid the
balance of their old mortgage hoping to recover their confiscated apartment.
ICRAL refused to follow suit claiming that it was not in their authority
to make a decision. As a consequence, Liviu Ionescu died of a cerebral
vascular accident. Following legal action, the Town Hall decided to award
a financial compensation of 19.6 million lei ($1,000) for the confiscated
apartment but only after the old mortgage balance was readjusted for inflation
and repaid in full by the Ionescu family. Thus, the apartment was evaluated
at its pre-inflation value, while the mortgage was recalculated to account
for inflation.
Niculae
Ionescu residing in Wayne, New Jersey is reclaiming his property
in Romania located at the following address:

apartment is illegally inhabited by Olga Otroc. Mrs.Otroc is the wife of
the former Romanian Consul to Moscow.

The
house was illegally bought by the Forascu family. Vasile Forascu is the
former Communist Party secretary for Bucharest-Sector 5, and the current
manager of the former ICRAL-Cotroceni (state-owner real estate holding
company), political advisor for the Bucharest Town Hall, and a ranking
member of the Greater Romania Party.
Doru
& Marilena Suciu-Arama residing in Jackson Heights, New York
are reclaiming the following properties in Romania:
1)
A house located at the address: Bd.Eroilor nr.8, Sector 5, Bucuresti. The
house is currently managed by LOCATO, a state-controlled real estate company,
and is rented by a private business.
2)
A second house located at the address: Bd.Ferdinand nr.12, Sector 2, Bucuresti.
The house was restituted to the Suciu-Arama family in 1994 but is still
inhabited illegally by Victor Petrescu, a former communist leader.
3)
A third house located at the address: Str.Dionisie Lupu nr.64-66, Sector
1, Bucuresti. The house was legally restituted to the Suciu-Arama family
in 1996 but subsequently was illegally sold by the state to the tenants.
Delia
Heinemann & Vanda Mittasch residing in Goslar, Germany and
Herzonenrath, Germany, respectively, are reclaiming their property in Romania
located at the following address:
Str.Sofia nr.13, Sector 1, Bucuresti
The
house was restituted to them in 1997 following legal proceedings. However,
the owners are unable to take possession of their property because they
are unable to evict the tenants. These tenants, the family of Alexandru
Draghici a former Interior Minister, reside in the house without a legal
rental contract, paying a monthly rent of 2,000 lei ($0.15) to the state.
Romi
Dobrota residing in Toronto, Canada is reclaiming his property
in Romania located at the following address:
Str.Atena nr.11, Sector 1, Bucuresti
The
Dobrota family is unable to take possession of its property, although the
house was legally restituted to them with no appeals pending in 1994, and
although the Mayor of Bucharest requested its full restitution to the owners
in 1995. The house remains under governmental management and houses the
headquarters of PDSR (the ruling party between 1990-1996). Eviction proceedings
against PDSR and the government are still pending. In the mean time, Mr.Dobrota
together with his wife and two children were forced to relocate to Canada
because of multiple death threats he received in Romania. Currently Mr.Dobrota’s
property is sublet by PDSR to the daily “Dimineata” (the party newspaper
published by PDSR) and a few private businesses.
Petre
Popovici residing in Munchen, Germany is reclaiming the following
properties in Romania:
1)
A house located at the address: Str.Mihail Kogalniceanu nr.9, Sinaia, Jud.Prahova.
The house was confiscated in 1950, and is currently managed by SC “Hotel
International” SA Sinaia. The government has a controlling stake in this
company.
2)
A second house located at the address: Str.Tudor Vladimireascu nr.121,
Vila nr.1, Baile Govora, Jud.Valcea. The house was confiscated in 1952,
and is currently managed by the “Societatea Balneara Govora”.
Mandra
Ceaplanu-Ioanid residing in Le Mont sur Lausanne, Switzerland is
reclaiming her property in Romania located at the following address:
Str.Marasesti nr.8, Cimpina
The
Town Council of Cimpina rejected her July 30th, 1996 request for recovering
her property. The reason for rejection was that the claimant was not a
Romanian citizen, although Mrs.Ceaplanu-Ioanid had submitted a copy of
her Romanian passport. At the time, her property was managed by the SC
Conti SA, and was inhabited by Judge Grigore Cartianu. The legal action
initiated at the Cimpina Courthouse was transferred to the Brasov Courthouse
to prevent the tenant from influencing the legal course of action. However,
the tenants bought one apartment on November 28th, 1996 (by Grigore Cartianu)
and the second one on January 9th, 1997 (by Sanda Iancu Ivon) from SC Conti
SA after the legal proceedings for recovering the confiscated property
had been initiated by Mrs.Ceaplanu-Ioanid.
Virgil
Aurel Buzea residing in Flushing, New York is reclaiming his property
in Romania located at the following address:

The
house and 50 hectares (125 acres) of land were confiscated in March 1949,
and the owners (husband, wife, and three children) were deported. Currently,
the Mayor of Craiesti Vilage inhabits the house. During the communist regime,
four buildings were built on the land – currently, they are used by the
local police and the mayor.
Elisabeta
Buzea residing in Flushing, New York is reclaiming her property

house was fraudulently confiscated from the late Persida Stoicanescu (Elisabeta
Buzea’s sister) by Zaharia Bolosiu, former Communist Party secretary.

The
Stefanescu family has an undeniable right to this property as it still
resides in the attic of their confiscated house. Their right to repossess
the whole property was restated by the law #112/1995. However, most of
the property was bought by the tenants who are relatives of Petre Roman,
Romanian prime-minister between 1990-1991, current leader of the Democratic
Party (member of the governing coalition), and current majority leader
of the Romanian Senate.

with the help of ICRAL-Cluj. Following Mr.Suciu’s emigration from Romania,
Maria Suciu (Ezekiel’s sister) took illegal possession of the house.

Cantor residing in Sedona, Arizona is reclaiming his property in
Romania located at the following address:

The
property is a three-storey house. Mr.Stoian, a former communist leader
and spokesman, inhabited the first level of the house until Dana Morar,
his daughter bought it. Similarly, Stefan Ionescu, another communist leader
and former member of the Central Committee of the Romanian Communist Party,
inhabited the second level of the house until his daughter and son-in-law,
Laurentiu Canache bought it.
Ion
& Emilia Rotaru residing in Long Island City, New York are
reclaiming their property in Romania located at the following address:
Str.Turbinei nr.7, Sector 2, Bucuresti
The
house was confiscated in 1971, and returned to them on November 24th, 1995
by the Municipal Court of Bucharest-Sector 2. SC Apolodor and the tenant,
Constantin Bordeianu, appealed the initial ruling. The tenant, Constantin
Bordeianu, is a former member of the Central Committee of the Romanian
Communist Party and a former Securitate officer affiliated with the Ministry
of Foreign Affairs. The November 24th, 1995 ruling was reversed on appeal.
An appeal filed by the Rotaru family against the reversal of the November
24th, 1995 legal decision was rejected on July 2nd, 1997 by the Third Civil
Section of the Court of Appeals Bucharest. No delay of the trial was granted
although neither Ion & Emilia Rotaru nor their lawyer could attend
the trial. Four days later, SC Apolodor sold the house to Constantin Bordeianu,
the tenant despite Rotaru family’s attempts to legally block the transaction.
An attempt to review the final ruling given by the Court of Appeals was
rejected on October 24th, 1997; the court falsely claimed that the previous
ruling could not be reviewed as both the Rotaru family and their lawyer
were present in court at the time the ruling was pronounced.
Gheorghe
& Elisaveta Mihail residing in Astoria, New York are reclaiming
their property in Romania located at the following address:

The
apartment was legally returned to them in 1994 but is still inhabited by
the family of the late Ion Stanculescu, a former secretary of the Romanian
Communist Party in Bucharest. The Stanculescu family (Maria Stanculescu,
her daughter and her son-in-law, Dumitru Kelemen) inhabits the apartment
without a formal rental contract, never paid rent. All eviction attempts
failed.
Cristina
Diaconescu, Bogdan N. Maxim (brother) & Athanasie Strambeanu
(uncle) residing in Wayne, New Jersey and Bucharest, Romania respectively
are reclaiming their property in Romania located at the following address:
Satul Pogoanele, jud.Buzau
The
property is composed of a house, a meat-processing store, a pub and 39
hectares (100 acres) of land in the center of the village. The communist
regime demolished the house and built a farm on the land. In 1991, letters
from the Romanian government acknowledged the claimants’ right to their
property, but no ownership documents were provided. Currently, SC Romagribuz
SA, Buzau manages the land, while the legal owners have not been given
official ownership of their land yet.

& Joanna Mott residing in D-Kirchheim, Germany are reclaiming
their property in Romania located at the following address:

The
house became the “Restaurant & Casino Bucur” (managed by StarCorp)
which was later shut down for tax evasion and money laundering. No final
legal ruling was pronounced regarding ownership rights for this property.
Theodor
Jonas residing in Niederhausen, Germany is reclaiming his property
in Romania located at the following address:

The
property is a five-storey apartment building. Apartment #10 is inhabited
by the Herescu family and their children, although each of them own other
real estate as well. Dr.Herescu, departmental head at the Interdepartmental
Hospital in Bucharest, bought this apartment although he was legally notified
of the on-going lawsuit for reestablishing Mr.Jonas’s ownership rights.
Apartment #13 is inhabited by the Valsan family. “Comrade” Valsan is the
former secretary general of the county office of the Romanian Communist
Party in Constanta.
Paul
& Theodora Filipescu residing in Cliffside, NJ are reclaiming
their property in Romania located at the following address:

This
property was the Securitate Headquarters in Braila until 1989. Between
1898 and March 1999 it housed a state-owned company called “Intreprinderea
de Reparat Aparate Dentare” (Dental Equipment Repair). Since March 1999,
SRI (the Romanian Secret Service) retook possession of the building, and
now it is thought to house a center for telephone surveillance.
Aurel,
Gheorghe, Calin & Eliza Popovici residing in Bucharest, Romania

property was used as a limited-access restaurant for communist party officials.
Following 1989, the building was managed by SC Regal SA that subsequently

The
house was confiscated in October 1989. The Voiculescu family had paid all
the property taxes for the whole 1989. On December 22nd, 1989 the house
was till empty although the State had found a potential tenant, and a rental
contract had been signed. Following 1989, the Voiculescu family initiated
legal action to recover their property by both administrative and judiciary
means. Despite pending legal proceedings, the Busteni City Hall sold the
house in December 1997 to the Police officer who has been living in the
house since 1990.
Maria
Constantinescu residing in Savannah, Georgia is reclaiming her
property in Romania located at the following address:

The
local courts returned the property to Mrs.Constantinescu in 1993. She paid
all property taxes between 1993-1995. However, on appeal, the Romanian
Supreme Court reverses the previous ruling and confiscates the house once
again. The house is immediately sold to the tenants. Victoria Marinescu,
one of the tenants who bought the property, was already owner of another
house.
Elena
Manciu residing in St.Paul, Minnesota is reclaiming her property
in Romania located at the following address:

Gheorghe Lupu, a former communist leader and currently the head of the

Daniela Patrut residing in Salinas, California is reclaiming her
property in Romania located at the following address:

The
house was confiscated “without title” in 1950. The State sold the house
illegally to Mugur Ionica, member of the former Romanian communist elite.
Mugur Ionica bought the house in November 1996 after winning the American
visa loterry in August 1996. Old communist contacts at the Passport Office,
Ploiesti helped him leave the country in 1997 on a Romanian tourist passport,
so he could pass as a “poor tenant.

wife Marilena and son Augustin). They bought the house although they were
notified that legal proceedings regarding its ownership status were pending.
Radu
Dordea residing in Geneva, Switzerland is reclaiming his property
in Romania located at the following address:

The
three-bedroom apartment was confiscated in 1981. Currently it is managed
by the State and is inhabited by “comrade” Gheorghe Apostol. Gheorghe Apostol,
a former secretary of the Central Committee of the Romanian Communist Party,
is attempting to buy this apartment. In December 1998, the Romanian justice
system rejected the legal request for repossession initiated by Mr.Dordea,
therefore favoring the tenant.
Emil
& Luciana Pica residing in Toronto, Canada are reclaiming their

The
house is inhabited by Ciuperca Laudatu, former Securitate colonel who in
December 1987 became deputy commander of the Brasov County Securitate Office.

The
property, composed of a house, barn, vineyard, garden and 59.25 hectares
(150 acres) of land, was confiscated in the spring of 1949. Currently,
it is managed by SC Agroindustriala Marasesti, jud.Vrancea.
Floria
Nabetide-Paun residing in Bucharest, Romania is reclaiming the
following properties in Romania:
1)
A four-level house and its adjacent yard located at the address: Str.Sofia
nr.11, Sector 1, Bucuresti. The house was requisitioned by the military
on August 23rd, 1944 to become the Soviet Navy Attache headquarters in
Bucharest. So far, there are three judicial rulings (one with executive
title) providing for Mrs.Nabetide-Paun’s repossession of her property;
however, SC Locato SA still manages the property, and has rented it to
the Swedish Embassy in Bucharest for a monthly rent of $3,874.
2)
A second four-level house located at the address: Str.Baratiei nr.44, Sector
3, Bucuresti. The ground floor is occupied by a store owned by Orion, a
private company. The first floor was bought by the tenant.
Tudor
& Ana Neagu residing in Vienna, Austria are reclaiming their
property in Romania located at the following address:
Str. 1 Decembrie 1918 nr.34, Tecuci,
jud.Galati
The
property is composed of a two-level house (seven rooms, utility room and
garage) and 1,400 square meters (14,000 square feet) of land. It was confiscated
in 1985, and occupied by the Municipal Hospital in Tecuci between 1986-1988.
Currently the house is empty as the Municipal Hospital does not use it
any longer. However, being short of cash, the hospital cannot afford to
repair and maintain the building. Therefore, the hospital offered the Neagu
family to “maintain and guard” the building.
Mihail
& Lucia Stan residing in Austin, Texas are reclaiming their
property in Romania located at the following address:

2, Bucuresti
The
three-room apartment was confiscated as follows: 50% in 1981 and 50% in
1983. Currently, the property is inhabited by “comrade” Netedu. Mr.Netedu
is a former goalkeeper of the Romanian National Hockey Team and member
of the Securitate.
Vasile
Anghelescu residing in Bucharest, Romania is reclaiming the following
properties in Romania:
1)
The property located at the address: Str.Mihail Kogalniceanu nr.3, Sinaia,
jud.Prahova (i.e. Vila Stejarul). It was requisitioned in 1949 by order
of the Ministry of Domestic Affairs, and later it was abusively labelled
as “nationalized” in the HCM 1324/58 Annex. The property, composed of 1,257
square meters (12,570 square feet) of land, a four-level house, garage
and cellar, is being managed by SC International Sinaia SA (a travel company
located at the address: Str.Avram Iancu nr.1, Sinaia).
2)
The property located at the address: Sos.Viilor nr.17, Sector 5, Bucuresti.
The property is composed of a manufacturing company on 3,000 square meters
(30,000 square feet) of land. It was confiscated in 1948 (law #118/48);
currently it is managed by SC Excelent SA which is 90% owned by Axis Investments,
a British-American company.
Eugenia
Cocorascu, 99 years old and residing in Floral Park, New York is
reclaiming the following properties in Romania:
1)
An apartment building located at the address: Str.Aurel Vlaicu nr.36, Bucuresti.
The building composed of two apartments and attic was built by the late
Mr.Cocorascu and was confiscated “without title” in 1949. Following their
immigration to the United States in 1979, the second level apartment was
rented by Ioan Cociuba. Mr.Cociuba was the vice-president of the Bucharest-Sector
2 Municipal Assembly and municipal secretary of the Romanian Communist
Party. In the early 1980’s, the other apartment was rented by Colonel Turasi.
In 1992 and 1996, Mrs.Cocorascu, as a Romanian citizen and Mr.Cocorascu’s
sole heir, notified Messrs. Cociuba and Turasi of her intention to reclaim
and return to live in her confiscated property. In 1997, the Romanian legal
system ruled in Mrs.Cocorascu’s favor with no appeals pending. However,
Messrs. Cociuba and Turasi made use of their old communist connections
at the City Hall and bought the apartments; Mrs.Cocorascu initiated another
legal action to annul these illegal transactions. In the mean time, Mr.Cociuba
died but his son, a City Hall employee, continues to postpone the legal
proceeding and to delay a final ruling hoping that Mrs.Cocorascu’s advanced
age is in his favor.
2)
Another apartment at the ground level of the Dunarea Building located on
Bd.Bratianu in Bucuresti. This property was purchased by the Cocorascu
family in 1943 and was confiscated by the communist state in 1979. In 1996,
Mrs.Cocorascu notified the tenant inhabiting the apartment of the on-going
legal proceedings she initiated for the repossession of her property. The
tenant, Mr.Radovici, is a Romanian actor and the Manager of the theatre
located in Str.Academiei. In 1997, the Romanian legal system ruled in Mrs.Cocorascu’s
favor with no appeals pending. However, Mr.Radovici made use of his connections
at the City Hall and bought the apartment. Mrs.Cocorascu initiated another
legal action to annul this illegal transaction. Mr.Radovici continues to
postpone the legal proceeding and to delay a final ruling. Subsequently,
Mrs.Cocorascu found out that Mr.Radovici had sublet the apartment to some
Arab students since 1991; these students use its premises as an unauthorized
foreign currency exchange office.
Victor
Herman residing in Aloha, Oregon is reclaiming his property in
Romania located at the following address:

The
property is composed of a house with five rooms, cellar, attic and yard.
It was confiscated in 1978 following Mr.Herman’s immigration to the United

three-room apartment was confiscated in 1983. Since 1985, Mr.Visan – faculty
member at Politehnica Bucuresti – has inhabited the apartment. In 1996,
only two months after the law #112/1995 was approved by the Romanian Parliament,
Mr.Visan bought the apartment.
As
for Mr.Dimian… he was able to receive an official estimate of $2,700 for
the value of his confiscated property only in 1997. Moreover, it wasn’t
until two years later when he was able to find out that his apartment had
already been sold to the tenant.
The
Family of Florea Gingioveanu is reclaiming his property in Romana
located at the following address:

The
Gingioveanu family owned 35 acres (15 ha) of prime land in Craiova. On
the confiscated land, the communist government built a factory and high-rise
apartament buildings. The current government’s position is that the land
can not be returned to the rightful owner because it was “improved” .
